Legislative Initiatives

The 2009 Missouri Energy Efficiency Investment Act was introduced to update Missouri's energy regulations. For a hundred years, regulations have rewarded utilities for building new plants and facilities and selling more energy. Senate Bill 376 (MEEIA), signed by Governor Nixon in July 2009, sought to make Missouri an energy efficiency state by:  

  • Creating a state policy and framework to treat utility investments in energy efficiency just like investments in a power plant or distribution line.
  • Giving the Missouri Public Service Commission options to further encourage efficiency investments.
  • Ensuring only cost-effective programs that benefit all customers will be approved.
  • Providing protections for low-income customers.

Many organizations, including the Energy Efficiency First Coalition, successfully testified in Jefferson City in support of the bill.
